Accomplished Grants and Contracts Management professional with over a decade of progressive experience overseeing complex funding portfolios, budgeting, and compliance for public and nonprofit organizations. Adept at managing multi-million-dollar contracts with government agencies such as OMH, HRA/HASA and DHS, PHS, HPD/OTDA, MEDICAID, HRSA/Ryan White, DOHMH etc. ensuring fiscal integrity, timely reporting, and adherence to funding requirements. Demonstrated expertise in budget preparation, grant renewals, modifications, and post-award administration, with a strong ability to analyze variances, monitor spending, and maintain financial accuracy across multiple programs.
Throughout her career at the 163rd Street Improvement Council, Bronx Parent Housing Network, BOOM! Health, Argus Community Inc., and the Government of Jamaica (WI) Charlette has successfully managed numerous grant-funded projects from inception through closeout. She has been instrumental in developing and implementing financial systems that enhance accountability, streamline invoicing and vouchering processes, and strengthen audit readiness. Her collaborative approach with program and finance teams fosters informed decision-making, ensuring that all projects meet contractual obligations and regulatory standards.
Known for her analytical precision and proactive problem-solving, Charlette combines her background in sociology, psychology, and human resource development with strong fiscal management acumen. Her skill set includes contract negotiation, financial report writing, and compliance monitoring using tools such as Fund-EZ, QuickBooks, Intact, and Budget Maestro. With proven success in training program managers on budget management and driving efficiency in financial operations, she continues to contribute to the sustainability and fiscal health of the 163rd Street Improvement Council Inc.
