Our mission is to create meaningful pathways to stability, dignity, and opportunity for individuals and families in underserved communities. We do this by providing access to safe, affordable housing and a wide range of supportive services designed to meet people where they are whether they are facing housing insecurity, navigating recovery, rebuilding after incarceration, or seeking a fresh start. Every program we offer is rooted in the belief that stability is not just about having a place to live, but about having the support, resources, and guidance needed to move forward with confidence.

Through partnerships with other entities, the Council, through the 167th Street HDFC, is able to provide 71 units of very low-income housing. Additionally, we offer an array of community support services through our HCR program.
