Nancy Pascal
Executive Director
At the helm of the 163rd Street Improvement Council, Nancy Pascal is doing more than leading a nonprofit; she’s stewarding a legacy of trust, transformation, and tenacity in the Bronx. As Executive Director, Nancy oversees one of New York City’s most comprehensive and mission-driven organizations devoted to strengthening lives across a broad continuum, from housing and substance abuse recovery to education, employment, and beyond.
The Council’s mission is to provide Strength, Support, and Stability to all, especially those most often left behind. It is more than a statement; it is a lived reality under Nancy’s guidance. With over a decade of experience in public service, Nancy has built a reputation for turning bold ideas into measurable impact. She ensures that every program, from permanent supportive housing to youth employment training, reflects the Council’s core belief: that transformation begins with access, equity, and compassionate care.
Prior to her current role, Nancy served as Executive Director of the NYC Center for Faith & Community Partnerships, where she coordinated citywide collaborations with over 1,000 religious institutions. Her work there laid the foundation for faith leaders to become advocates for housing justice, tenant protections, and social services, efforts she has since refined through her leadership of the Council. Her strategies continue to inform how the organization reaches historically underserved populations, especially those in transition from homelessness, incarceration, or substance abuse recovery.
Nancy’s leadership ensures that the Council’s three residential programs are more than just housing; they are healing environments. Residents are connected to substance abuse counseling, relapse prevention, money management programs, employment-readiness, arts and wellness activities, and community events such as annual block parties. As a result, residents aren’t just housed, they are supported in their journey toward independence and meaning.
Through her lens, the Council’s vision of a thriving community becomes a roadmap. LGBTQ+ youth find safety and inclusion, families access prenatal care and youth development, and individuals with mental or physical health challenges are never left behind. She ensures the Council’s programs don’t just serve, they evolve with the community’s changing needs, offering wraparound support with dignity and respect.
Nancy holds a Bachelor's degree in Political Science from Buffalo State University and pursued graduate-level coursework in Social Work at NYU’s Silver School. She is a certified Mental Health First Aid Instructor and an active member of Harlem Women Strong and the NYC Black Women’s Political Club. Fluent in both English and Spanish, she represents the multilingual, multicultural backbone of the community she serves.
